Councillor Chiarelli is a firm believer in protecting all rights contained within the Canadian Charter of Rights and Freedoms.
As an Elected Official for the City of Ottawa, the Councillor is committed to the principles of impartiality, fairness and objectivity. All residents are afforded the right and the opportunity to be heard by all persons elected to govern. Our city may be divided by ward boundaries, as necessary under the right to effective representation and cited by the Supreme Court of Canada, but we are one City.
As the Capital City of Canada, the City of Ottawa is the designated steward for all Canadians and must balance the interests, rights, freedoms of all residents, guests, businesses and levels of Government.
Contained within the Charter of Rights and Freedoms:

· (b) freedom of thought, belief, opinion and expression, including freedom of the press and other media of communication;
· (c) freedom of peaceful assembly; and

7 Everyone has the right to life, liberty and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice.
This does not exclude the enforcement of our laws and by-laws but guides the procedures put in place within the Criminal Code of Canada [2] to do so.

Interactions with enforcement agencies, regardless of their nature, are subject to inquiry to ensure compliance with the Charter as well as the Criminal Code.
Councillor Chiarelli does not condone racist, homophobic or extraordinarily disruptive behavior that has been displayed by individuals that have done so and has advocated that residents report any untoward activities to the hotlines put in place by Ottawa Police Services. He had asked former Chief Sloly to define hate crimes during a public committee meeting so that they are reported to the appropriate channel for follow up and enforcement.
The actions of the few should not be allowed to undermine the efforts of those who chose to exercise their Charter rights or enforce our laws lawfully.
Under the Human Rights Code [3],
12 A right under Part I is infringed where the discrimination is because of relationship, association or dealings with a person or persons identified by a prohibited ground of discrimination. R.S.O. 1990, c. H.19, s. 12.,
it is unconscionable to expect that the views or actions of the few represent the views or actions of the collective.
Further, the Charter also states that:
Equality before and under law and equal protection and benefit of law
· 15 (1) Every individual is equal before and under the law and has the right to the equal protection and equal benefit of the law without discrimination and, in particular, without discrimination based on race, national or ethnic origin, colour, religion, sex, age or mental or physical disability.
· Marginal note: Affirmative action programs
(2) Subsection (1) does not preclude any law, program or activity that has as its object the amelioration of conditions of disadvantaged individuals or groups including those that are disadvantaged because of race, national or ethnic origin, colour, religion, sex, age or mental or physical disability.
We refer to the Equality Rights as any individual or group is protected regardless of ideology or conscience.
Elected Officials have the responsibility to provide everyone with the equal opportunity to be heard.
Like all members of council, Councillor Chiarelli has received countless e-mails from residents in our own ward, other parts of the City including Centretown which was the most affected by noise and disruption and from across the country. Some supportive, some not and some in between.

I am a resident of Centretown who supports the convoy and has been protesting peacefully along Wellington street. Thank you SO much for your efforts to listen, empathize and build bridges. This speaks volumes of your maturity and leadership. Regardless of how people respond next, I just needed you to know that you are so appreciated.
I am a gay man and have been waving my huge Canadian flag with rainbow bars in place of the red bocks. With the exception of negative comments from two people about the altered flag specifically, everyone else was warm and welcoming. I got hundreds of positive reactions ranging from big smiles and fist-bumps to teary "thank you SO much for being here" messages. Last night I danced to the music of my new friend Vonnii and her father, black musicians standing up to the mandates. Alongside me were asians, Indigenous people, Sikhs, black people, and Canadians from every province. A good chunk of other LGBTQ people protesting as well. All this to say, the protest against mandates and restrictions at all levels of gov't has brought a true cross-section of the country together.
Once the rest of intellectual society catches up to what's actually happening here, many of them will join in. Thank you for having the foresight to see where things are headed, for standing up for what's right, and for bravely telling your story.
